Tbh you're eyes are not that bad. The biggest problem is that you are bloated af. Check BOTB section there is good thread about that. Also in you're case rhinoplasty is mandatory

Bloated and bodyfat too high.
Jaw also too slim, i´d increase masseter volume and get some androgen signaling going

They can develop with lower bodyfat, otherwise only hardmax. Increased Jaw width could also have positive effect indirectly

It depends how much you want to ascend and how much money you can save up. I would also consider limb lenghtening surgery and bimax if I were you
