You just need to be old enough that they are okay with the bones/plates have fully developed which for a guy is around 18-20.

But rhino is a difficult operation. So much so i'd say half of facial plastic surgeons give up on it, and refuses to do it in their practice. For the sole reason that they cannot get a good aesthetic outcome.

So you really need a good suergon who specializes in it, and is doing 100's of cases a year.
