Because when they close, they actually disappear, they're gone, they transform into regular bone.
In theory you might be able to grow from stem cells, some new growth plates, but you would then have to cut the bone, insert them there, wait until they heal and fuse with the bone, then wait some more until they grow and provide new bone, etc. - it just seems very complex and risky, regular leg lengthening looks simpler and faster.
