The outcomes of a system are dependent on the system. There's nothing unusual about this. if I bake cake ingredients in a pan, I get a cake.

We're basically saying "these are the ingredients for cake, and nothing else would yield cake." Which is self-evident.

If we were absolutely sure that no patterns of any kind could form in any other way this might imply tuning, but that's nonsense. The outcomes are outcomes of this system. If it were another system the outcomes would belong to that system.

It is not just arrogant, but idiotic, to assume that all complexity depends on this one form of things. THIS complexity depends on this system. Which is self-evident. Another complexity could very well form with different parameters, but we have absolutely no way of hypothesizing about what that might look like. We are far, far too ignorant to make any claims about alternate systems (which would be inconceivable to us in deterministic forms,) even if we can reasonably assume that the outcomes would be different (which, again, is self-evident.)

The fine-tuned argument is effectively this: "Things can't be like this unless things are like this." Whatever alternates could exist, or could not exist, are not fathomable to us. The immensity of variables makes any claims about "what can and cannot be" ludicrous.
Basically the fine tuning argument only works if you can demonstrate that humans are the point of it all this set of parameters were the intended results.
If you roll 10 six-sided dice and get 2112413325 that's not very impressive. But if you called "2112413325" before you rolled then it would be impressive. But the results you actually got? Meh. This is a retarded argument if you can't show intention AND what the fuck do you know about possible alternatives to the parameters of the universe and whether some other form of life could emerge under a different state of affairs.
