I think, there can be 3 main reasons:

1) his zygos are not protruding enough.
2) he is not lean enough
3) LARGE MASSETERS

In particular, the (3) is by far the MAIN reason. If you look at this photo:

You can see he actually never even had this "complete"-hollow cheek in the first place. Even when very lean. The back of his jaw is taken up by the masseter, which prevents the cheek from "sinking in". This is why it looks like he has cheek dimples in front, but it evens out with the zygos/jaw at the back. The deep cheek hollow in front is defined by his extreme fullness in the medial cheek, not lateral cheek.

So, to summarize, lack of mass in lateral cheek of course. But the main reason, is that the "back of the curve" is occupied by masseter. Also, he may be "too chubby" in many photos.
