Wow. The thing is that the mastoid process is where the sexy neck muscles terminate. The force of strong muscles cause it to grow, hence it is what anthropologists use to determine sex if they can't do that from the brow. If the area that the tendons connect to is larger then the muscle can grow bigger without strangling you in the first place. If the area is small and tapers inwards from the sexy neck muscles, then it limits how much you can train your neck.

Also I think the mastoid should be eclipsed by the bicondylar breadth. Every super defined jawline has this spacial relationship between mastoid process and bicondylar breadth. Whenever you can see the ramus from behind the face and head it is because of this spacial relationship.
