However, dealing critical physical damage to another that results in increased, prolonged pain (beating up and crippling a random civilian during a mugging, for example) is generally "worse" than having sex with a prepubescent because the inflicted suffering is greater, which is ironic in terms of practiced punishment.

In America, DUI manslaughter charges can only serve for less than a decade. I know a guy who killed two people (including a minor) in a DUI and got out in like 8 years. If he had paralyzed, blinded, or severely injured the victims then he may have been sentenced to even less time. Sex can lead to reproduction, which can create suffering (this isn't the case with prepubescent females though).

Prepubescent females are not sexually mature. They have underdeveloped vaginal cavities and brains. Thus, sex is more likely to be painful and they lack the awareness to fully leverage their sexuality for survival benefits.
