Shaving legs for guys?

Hi guys. I have thin and hairy legs, hairs are relatively long and thick. it does not look aesthetically pleasing, it makes me look like a troll. I am thinking of shaving my legs, and I have a few questions about it.

Will it make my hair more coarse and spiky?
How fast will the hair grow?
Are there any ways to reduce the amount/thickness of hair? I think the ideal option for me would be to just reduce the amount of hair

To look good I will need to build muscle, in my case it is difficult but possible. But I think that even with muscle, partially reducing the amount/thickness of hair will be a plus. I don't mean to do it smoothly

i used braun ipl pro 5, its about 350 usd where i live, def expensive for a one time purchase however comparatively, getting it done by professionals, it is cheaper in the long run
