you are both right, about factors of matter

for a country, to be good you need:
1. population of decent/good iq.
2. people being couragous, united enough, fearless enough, and ready to fight for their country. This is needed, for keeping the ruling class/leaders of your country in check.

Chinese, etc.. people. Are quit smart. But, their country is still shit, and tyranical, and far from optimal. Because Chinese people have a weak battle, fighters, etc.. attitude.
