Fluids don’t behave like that generally, especially given that it was shot from a decent incline downwards. The bullet seems to go upwards almost; in a slowed video, a black speck is seen hitting his upper chest. That makes more sense to describe his shirt movement and why the witnesses claimed a chest shot.

Don’t think I have it now. I looked at it again and it seems to be a clean neck shot, honestly. The bullet velocity is what caused that shirt jerk. I really did think at first that they gave him some DIY metallic, deflective vest hence why it bounced instead of absorbed the energy, but looks like a clean neck shot.

Seems like an amateur shooter, maybe even inexperienced totally. Multiple flaws in the shot upon analysis.
