Thinner finer hairs, lower density, can't grow length either from lower quality and/or simply too short anagen length phases. Thinner/finer hairs harder to grow length because they are weaker and more suspectible to wear and tears. Not hating really but as far as hair genetics goes this is the "worse" expression.
