Should a welfare state account for lazyness aswell?

We all know that they account for things like disease, they don't have to work and get supported by the welfare state.

Should the welfare state also support lazy people, considering lazyness is genetic and unchangable (for some)

For some cases it can be changed but the issue is some probably will claim to be Lazy and get checks

If they don't want to work to get more then the bare minimum they are lazy
Getting money without working isn't laziness its called being smart

mental illness classification is flexible enough that being lazy could be made into a debilitating disability that gives you NEET bux without boomers complaining
