Should I bulk or cut?

I am 6.3 ft tall & about 198 pounds (skinny-fat). Idk if I should cut or bulk cause there is a lot of bs on the internet some claiming to bulk for muscle and some saying to cut first. I am trying to achieve smth like old zeta's physique or pneumo's. Like I don't wanna be huge jacked gymcell or anything like that, I am just trying to be lean, fit with six pack and not some deformed 130 pounds incel stick🥀.

def cut. you most likely have way too much fat already plus you can still build muscle in a slight deficit especially if your a beginner
