Does anyone really need a $400+ graphics card? Isn't that solely for a very narrow window of performance, bitcoin mining, etc. only?

Plenty of much cheaper ones can spare you half the price nearly and still be fantastic for like 99% of games, video editing, etc. I'd never spend that much unless I wanted it just for one specific use rather than broader use as you can just spend $200-250 and still have a great GPU.

I don’t have the know how to build one myself and that’s a lot of time investment, I’m fine paying this price for the pc as long as it can do what I want it to do with no hiccups for next 3 years and then I can upgrade it

i built mine with no experience...it took me 2 hours. your computer parts come with a manual like your motherboard guide will tell you exactly what u need to do.
