You can build muscle and lose fat if you are above around 13%bf, you will use the fat energy to build muscle

Why wouldn't you?
 
Not only *can* you, but you should. It will prevent muscle loss during the cut, and as said above, if you have extra fat stores, you may even gain a little bit of muscle mass with the missing calories being taken from your fat storages (as long as your protein intake during the cut is very high).

Advanced lifters can't gain mass while cutting though. That only applies to beginners

if you feel like you're able to lift more you should always do it.

at some point you'll stop making strength progress if you're not in a surplus, once that happens try to maintain the weight you're used to as much as possible (but it'll likely still go down anyway)
