Is it too little fat? I'm at 13.5 and my face isn't lean
 
Ya, but next time put on more muscle so u will distribute the fat through your body. Always remember, jaw is law.

You may as well just go to 10% even a little lower (8%, 9%) for a short period of time to see if there is any difference in facial structure.

Of course, once you get to 8% body fat. Don't stick at this as you will most likely feel like shit. But it's a good baseline for you to do a slow lean bulk 250-300 calorie surplus max.

Again like @sub5inchcel mentioned, it's very common actually more like extremely common for people to misjudge their body fat percentage.

Also, there are many other factors that can result in you having a non lean looking face at a "fairly" low body fat percentage.

It could be, water consumption, overall diet intake (processed foods etc), carbohydrate intake (carbs make your face look rounder), age (younger people hold on to face fat more), genetics (do your parents typically store fat in these areas)

have you measured yourself? most people underestimate their fat percentage. I found out I was 18% and that justified most things lol
 
how do u even accurately measure body fat? i did the tests on the inbody and it said i am 8% bf but retards here would say "muh ur like 25% BF brah! 8% is mr. olympia winner competition-ready brah!"
 
There isn't really a good way to accurately measure body fat. People look at pictures, but if you type in different body fat percentages, usually the people who are 8% are shredded but they also have lots of muscle mass. There aren't really any pictures of someone 8% body fat with not much muscle mass.

Also 8% is definitely not "mr. olympia winner competition-ready brah!" they go down to like 3-5% which is ridiculous in my mind

You're too fat 100%. The accurate indication of bf is your lower ABS and face. If you can see your lower abs and cheeckbones you are actually low body fat.

my 2 low abs are not visible but my top abs are, i also have kyphosis which pushes my belly forward which you also need to take into consideration
 
fuck yeah bro you don't know how good it feels to be sub 10% bf when you're jaw is poppin and abs and veins are showin FEELS SO FUCKING GOOD TO EAT WHATEVER U WANT AND STAY LEAN!

I can see someone being 15% and larping 8%
but then again some of the users on this site know jack shit about body composition lol
 
you aren't even 15% yet stop larping with that inaccurate scale, it isn't 'inaccurate the other way around and could be lower' either, you are just fat.

Because your face has low bone definition you basically have no facial bones i don't think it's possible unless u starve or get surgery
