should i go to 12% first and go from there bodyrecomp or bulk to 20% and than go to 12%

Bulking to 20% is stupid. You only need to maintain 15% to be able to recover as a natural lifter, to do that you can lean bulk by limiting yourself to gaining only 0.5 lbs per week. By doing this, most of the weight you will gain will be muscle mass, and you'll never have to cut and bulk again.
