I don't rate.
Is it above average in terms of facial harmony ? I would say so, yes.
However, this picture isn't ideal to assess your face ; it's been taken too close to your face and at a low-angle shot, thus distorting your features.

Anyway, besides the alar plasty / rhinoplasty, you could improve your looks with some simple softmaxxes :
- fill in your eyebrows with a brow pencil until you actually grow denser eyebrows with minoxidil + microneedling
- find a better hairstyle

I don't know if you're frowning your mouth on this picture or if it's a permanent feature, but the downturned mouth corners aren't optimal. It will make you come across (subconsciously) as disagreeable and untrustworthy. If permanent, I believe a minor surgical procedure can correct that ; lip corner lift or lip corner flip, can't remember the exact name. If you're in the US, @Firstname.Lastname has often mentioned Dr. Mascaro for lips-related work.
