yes you can ( i´m also using it for my undereyes rn and it works )
tretenoin can boost your collagen what can lead to thicker skin where u apply it.
i would recommend you to use a lighter tret like 0.025% since the skin on your upper eyelids are pretty thin.
just use it every other day and look if your skin can handle it.
