What works for me is that I try to make some observation or give a compliment to start dialogue. But you need the right situation and moment too. If you're tall just try to appear as much confident as you can, if it won't take you far, at least would get you further than you're now

Also do some practice in case you're really nervous. When it comes to what you should say, try to listen more than speak and make observations or make further questions on topic like if you're interested.

Don't just stare without expression. And girls will give you a signal to approach if they fancy you. Learn to read the signs and body language. Don't think about what you should or shouldn't do when you're in that situation. Focus more on learning about the person you're interacting with and the interaction itself. Try to be independent of the outcome and develop a genuine interest in people and their lives. And of course tease and play with tension. Play a game with yourself once you begin to master tension, seeing how long you can hold the tension with them and still finish the interaction smoothly. A lot of guys relieve the tension they create with girls too soon because they're afraid to upset the girl and miss opportunities to get them more enamoured with you. There should be a lot of times where they can't figure out if you're joking or not.
