i was 4’11 at 14 and now im 17 5’11 even after most certainly fucking up my sleep and growth to a good degree, but my parents are fairly above average (5’6 and 6’1) so i probably would’ve been even taller, anyways it appears OPs parents are very short so honestly he just seems to have bad height genetics, hgh probably won’t save him

some people are late bloomers i guess but hgh won’t grow you more than your genetic limit
