it's a tissue growth mediator who works through hyperplasia having it in unnatural levels when young makes you grow new bone matter and can close growth plates

IGF1 LR3 (Or DES, Since I know noone on this forum is getting Mecasermin) cannot bind to IGFBP, LR3 was modified specifically not to. IGFBP-3 is needed to transport IGF to the Growthplate's. It won't cause Growthplate senescence.
