Should I wait or should I buy a gpu now?

I'm thinking to upgrade my pc but I don't know what to do.
I was thinking to get an rtx 3060 ti or 3070 and a new cpu ( I think I'll go for an amd)
Or I should get an rtx 4060 but I heard they are shit and or a 4070 without a new cpu

Any thoughts on it?

im thinking of buying a 2k 240hz or 360hz build got some money to spend but idk if 4080 will be enough prob i will need 4090 minimum

I got a 280hz monitor for 100$ but I use it at 240hz just because is from dell
