I personally think yes since it's a form of youth indoctrination, cultural soft power and source of income for criminals. I believe that high threat rappers should have court orders that prevent them from releasing music under the threat of imprisonment and fines.

Depends what kind of rap music.
Most of the old school rappers who used to rap about deeper issues or stuff that makes sense, got buried under modern day shit or retired.
Instead you get stuff now like "SKRRRT NIGUH NIGUH NIGUH" or "GUCCI GANG GUCCI GANG BICMAG GANGBANG"
