I have a better idea: all sub 7 males/ females get free surgeries at the cost of the state, but must promise to not impregnate/ or get pregnant ever. They should be registered, and fingerprinted into a database to keep an eye on them. And very moment one of them gives birth or becomes a father, a special elite team is immediately dispatched the hospital where they take the baby by force, inject some kind of fatal liquid into them (the same kind of liquid that inmates on death row are injected with) that kills the baby right in front of the parents. Afterward as further punishment the baby's corpse is then given back to the parents and its up to them to take care of it, no one else.

With this procedure, you allow ALL human beings to know what it is like to feel desirable, but ensure that only 7/10+ quality genetics are passed on.
