The front upper teeth are supposed to cover the tips of the lower teeth. That means that the upper lip should be more forward than the lower lip. Correct?

Depends on growth and slightly on race/pheno. Black folks,mixed boys, Afro-Arabs, Afro-Latinos, and Islanders end to have this upper lip more forward even when their jaws are fully grown,healthy, and forward. For white people(including latinos,indians,regular arabs),natives, and asians they usually have even lips in forward growth
