Should this be fixed with maxillary downgraft?

I have a 20mm Philtrum and a small recessed chin. When I talk my bottom teeth only show. It’s so bad even the bottom gums show somewhat when I talk. I’m getting genioplasty which will stop my lower lip from falling down when I talk. But I would like more upper tooth show. Should this be fixed with a lip lift or maxillary downgraft?
