General low IQ behavior but you can't blame them because they are too stupid to behave responsibly. The people that are to blame are the high IQ members for society that don't put protections in place to reduce the number of these people to as low as possible.

A parenting license would create a lot more problems than it would solve so it's very impractical.

The low IQ problem in America can easily be solved without a parenting license but none of our politicians have the will to do what needs to be done.
