Should you compliment girls?

Should you ever compliment girls? When i compliment them about their hair, clothes etc they seem to take it well. I never really have any intention of hitting on them per say. The thing is that they never wear that clothing or hairstyle again. Why is this? Am i that ugly and they sont want to give the wrong impression? Ive had some girls compliment me and i never put much thought into repeating the compliment or wearing that clothing. Is it the same deal where some females dont understand male gaze?
