Should you persist with emailing a surgeon?

I've emailed a surgeon about OBO twice now, and they haven't responded. Once was surgeon personal email and other was their surgery clinic.
I know they've performed this procedure so is it worth persisting and emailing more and at least hoping for a response, even if the answer is no?

Yeah but it's in US and I'm in UK so it will cost money to call. Also it's not an advertised procedure so I'd ideally want to talk to the surgeon. I suppose I could just call and say I want an appointment but not say what for. Maybe. But then I'd have to pay for an appointment where he'd probably say no (since I think he ignored my email)
