Yes, you can have an SFS without it being caused by a short or recessed lower third. I’ve been diagnosed with one myself, and my lower third makes up about 38-39% of my face, despite being objectively average or even slightly below in overall vertical height.

SFS is primarily caused by insufficient vertical growth of the maxilla, which leads to limited tooth show and a generally shortened mid-face.
