Depends.
Face scrub ? It's a cleanser. (not to use every day ofc, it's not a daily cleanser)
Chemical (aha or bha) ? Use daily cleanser before.

I exfoliate & cleanse at the same time a lot no problem. If anything i think it's recommended
Depends how much you scrub your skin. I always use a moisturizer after anyway.
