Well, there's two ways to look at it;

Either, they're trying to wipe the vaccinated normies out or they're trying to wipe out the non-vaccinated

Now, personally, I don't think that the powers that be are particularly concerned with people who are refusing to take the jab. I think what they are concerned about, most mainly, are people who are trying to encourage others to not take it as well.

If you just keep your mouth shut, decide not to take it and don't broadcast the fact that you're not taking it and encourage others not to take it, I suspect that they will probably leave you alone.

Because if their goal is to wipe out most of these vaccinated normies as possible and you go out there telling these normies to not take the jab, that would get in the way of their goal. From their viewpoint, it would be something like this:
Just don't wake up the people we are trying to exterminate, essentially.
They probably view these vaccinated people as cattle and too many of them are roaming the earth, in their view. So they purge them.

I suspect that this is way what is going on. If you look at the Georgia Guidestones, they offer us a view of what's to come.
See, when people who are in favour of eugenics, such as Bill Gates, the Royal Family, etc talk about depopulation, they don't give you an exact figure. But with the Georgia Guidestones, we actually have a figure:

The number of those who refuse to take the vaccine and oppose this whole agenda, in general, are only a tiny percentage of the total population. 5%, at best, maybe?

The population of the earth, they say, is around 7 billion and if they want to get it down to 500 million, they're not gonna get there or even gain much by exterminating the non-vaxxed, will they? It's simply not a big enough percentage of the world's population.

To get down to that number, they will have to wipe out all of these vaxxed normies. And how will they get rid of most normies? Through vaccination.

So I definitely don't buy this narrative where the jab would kill the non-vaxxed and protect the vaxxed normies in case they will release some sort of bioweapon.

They will try to wipe out the normies and those who get in the way of what they're trying to do.

Would make more sense for the governments to select obedient people who do what they say instead of killing them and select people who don't do what they say

I think the vaccine is a white genocide plan. Most of the vaccine push is in USA, Canada, Australia etc.

Germany has very strict aswell .. im living in germany
