Yes follow your old friends, you need to grow your following not create connections with them, so don't bother caring if it's weird or not.

post 2-3 pictures of yourself, a few pictures of your day-to-day activities, just generic stuff to settle into the account

I usually do sunset/sunrise---> picture of self---- > picture with friends

if you don't have friends to post with just post about any other miscellaneous topic, like music or hobbies.

you should also find people to consistently repost , it gives you the impression of a large social circle.

put all your worthwhile pictures in highlights too, make your account follow-worthy
