That's a protruding lip
Usually caused by maloclussion I think? But yeah that's not well shaped because the bone/teeth underneath are pushing it too far forward, its not an issue of lip size rather lip protrusion

Actually it kinda looks like bimaxillary protrusion, common in Asian populations
