Idk too lazy to think. I recognize usa and india pbly ordered by population and each row is a different continent, or alternavely we are zooming on a state of each country or something similar.

I notice for each row there are two in the same orientation
For the first row the 1st country is vertical and the next 2 are horizontal
Then for the 2nd row the 1st is horizontal and next 2 are vertical
so for the 3rd row I assume the last country has to be horizontal
