It's mostly for their own people to convince them China is an amazing country. Also to extend their influence in the targeted countries. They also do the reverse - they send Chinese people to settle in other countries, sometimes in some really poor or backward regions, where it just doesn't make sense for a person to move, and they claim they just fell in love with the country and its people, and of course they also praise China...
We too have in Romania a bunch of Chinese influencers, vloggers, tiktokers, etc. who moved here and suspiciously gained almost over night a big following, I'm sure the CCP is involved in this.
