Any DHT derivative is less hair-safe because you need to use a topical anti-androgen to combat MAA instead of being able to rely on a 5ARi.

That fusion completely alters its receptor interaction profile, hepatic metabolism, and downstream effects (e.g. collagen synthesis suppression, hepatotoxicity, etc) and makes it an analog and not a derivative.
