A quick explanation is that in the EU if a petition gets 1000000 signatures the government is obligated to take it seriously and consider it.

the movement is essentially a petition to force companies to hand over the ability to host a video game after the company decides to shut it down.

so basically it wants to take away the ability to erase games from existance even though you own it.
