That killer didn't target Asians. He targeted "sex workers". Asians are the only type of "sex workers" you can easily find packed tightly onto one place at any given time, thus easier to rack up a high body count.
Plus, I think the killer himself even said it had nothing to do with race. If someone who's white commits a massacre due to racial/political motivations he's gonna be screaming "white power" from the rooftops.
