Strong dark circles

I have always had strong dark circles under eyes but I think that I also have hyperpigmentation so like darker area and also strong blood vessels in that area. I am putting picture there but its not good so the blood vessel isnt visible. I also have those little small white spots.

What should I do with it?

Yes I have tried other things like sleeping and eating healthy but I think that I will buy 23% C serum and 0,1% retinol, is that good? And what should I do with the white spots?

I plan on using both daily thats why the retinol is only 0,1%.

small white spots are milia, also the dark circles under your eyes (if sleep hasnt fixed it) is most likely upper maxillary recession (infra orbitals are recessed)

Thanks for the milia, but after some search I dont think I have upper maxillary recession, do you know what to do about milia?
