struggle between bulking and looking good in the face at the same time

as you can see by these photos below i’ve been bulking up due to powerbuilding workouts and my facial fat has significantly increased.

first pic is current and the second is around a month ago

i just feel so chopped and bloated im not sure if it’s mental from the bulk or if it’s actually noticeable

Unless you want to chase specific lifts that benefit from adding fat (Squat, OHP, Bench press), just don't add fat. Eat in a slight surplus 100-300kcal. Eating in a bigger surplus is not benefitial for muscle growth.
If you want to chase these lifts - forget about being lean. Or forget about fast progression. Choose one.

Most people probably won't even notice that anything in your face has changed even if you mention it, but u can try having small caloric surplus like 250-500 kcals
