Why? Because the black dude fits the masculine appearance boost from heavy stubble.

It's not just about him being black. It's just his face happens to look masculine enough in the first place without stubble that he might as well get heavy stubble to maximize his appeal in the area of masc appeal which he already had significantly more of without stubble.

If you're young black dude with the bones, nose shape, hairstyle, etc. to induce a prettyboy appearance without stubble, you'd already virtually only fit in the prettyboy appeal category, so you might as well maximize that appeal by avoiding heavy stubble like the white dude in the OP should.
