It's possible that his growth plates are fused. I've seen people who's plates fused at 13

Crazy. I was kinda short at 14 but grew a ton at late 15 to mid 16. Then slowly a bit more till close to 18 where I ended up at my permanent height

Idk exactly what it was then but I think maybe 5'5" or so and I ended up 6 feet tall in the end. At late age 15 I was 5'10", and then late 16 it was 5'11". Somewhere at the end of age 17 was when I finished growing since I was 6 feet tall at 18, and it stayed that exact height ever since.
