It's paired with forehead and chin shaving, I don't know if the eyebrows were raised or if that was only by result of the shaving of the forehead. Personally I'm not a fan of the look either... as a rule of thumb it's much easier to add to a skull than it is to take away from it without delving into the uncanny valley.
