I believe the difference between those two are that titbot doxxed 4 people and even threatened to dox a mod but indeedhelo doxxed one guy and never did it again.
Lots of the ppl titbot doxxed are gone or rarely active.
The mod who banned him is no longer mod or on the site. I would be willing to give him a second chance (if that's what he wants) as long as he promises not to do it again.
