Suddenly getting a reaction from moisturizers

Got it from one moisturizer I've been using for half a year, then I bought the Cerave PM moisturizer which is praised and expensive, but I still got the reaction.

I put the moisturizer on and after about 10 minutes, on my left cheek I get an itch, then quickly I see redness form and after a few minutes a tiny white blister-looking bump forms. To fix this, I simply go wash the spot with cold water for a minute, and then the blister and the redness and the itch disappear.

I don't understand what the fuck is going on.

Then how am I supposed to moisturize now? Why am I only getting it on one place on the skin?
