Wouldn't it be better money-wise if it wasn't shelf stable? people would be forced to replace it regularly if they didn't use the whole tube.

It's something many skincare/cosmetic companies do. They make you buy huge containers of liquids like makeup remover or moisturizer but it goes bad in a month so you can't even use it all.
