I mean he is right def to some degree. Woman do go for chads ltr more than they care about who they hook up with. Even tho they still prefer a more good looking male during hook up too. But during a hook up a below average guy can for sure hook up with someone above their league just by being in the right circumstances. But it also depends, many woman during their so called party years actually is on a hunt for Chad and are open to ltr. So it's literally when they have given up on this they tend to go for someone more moneymaxxed sub Chad or betabuxxer.
