I'm sure if this guy is fully European, he got some work done. Typical Europeans cherry-picking things from other people.
I have similar lips, but it's attributed to the fact I'm 55% non-European by blood (primarily from Southwest Asia).
It is very rare for a fully white male to have lips like your example that aren't augmented to some degree.

I know I'm 90% Caucasoid (I have some Native American and Sub-Saharan) but at the end of the day, Europeans, MENAs and South Asians still have differences in soft features that sets them apart from each other
